Certification Requirements by Market

Two different lists get confused constantly: what the law requires for goods to clear customs, and what a buyer requires to place the order. This guide separates them, market by market, for hospitality cotton textiles.

A mandatory regulation (REACH in the EU, ECAS in the UAE, SASO in Saudi Arabia, Japan's Act 112, national labelling law) is a condition of goods clearing customs. A buyer-expected standard (Oeko-Tex Standard 100, Sedex SMETA, amfori BSCI, WRAP, GOTS) is a condition of a particular buyer placing the order — not the law, but often non-negotiable for a given account.

Compliance questions buyers ask

Which textile certifications are mandatory to export to the EU?
For the EU markets (Germany, France, Italy, Netherlands), REACH restricted-substances compliance and EU Regulation 1007/2011 fibre-composition labelling in the local language are the mandatory, market-access requirements. Oeko-Tex Standard 100, Sedex SMETA and amfori BSCI are not legal requirements but are expected by most retail and hospitality buyers, and France additionally mandates the AGEC Triman sorting label and Refashion EPR registration on household linen.
What is the difference between a mandatory regulation and a buyer-required certification?
