Note · No India–US free trade agreement is in force, and India's GSP preference lapsed in 2020 — so Indian cotton made-ups enter at full MFN duty: 9.1% on cotton terry towels (HS 6302.60), 6.7% on plain cotton bed linen (HS 6302.31.90) and 7.5–8.4% on cotton bathrobes, while woven cotton bath mats (HS 5702.49.10) enter duty-free (verified against the USITC tariff schedule). A separate US reciprocal-tariff surcharge on Indian goods has applied on top of MFN since 2025, but its rate and legal basis keep shifting — confirm the surcharge in force at the actual date of entry with your customs broker rather than treating any figure as fixed. On forced labour, cotton is a UFLPA high-priority sector, and India-origin cotton with no Xinjiang nexus sits outside the UFLPA rebuttable presumption — a genuine advantage over China-nexus supply, provided cotton-origin traceability is documented.
